There is one size, 150 × 200 cm, so the only decision is colour. That size is a generous single or a top layer on a double; it is a throw for one person on a sofa or a summer cover on a bed, not a full duvet replacement for two.

Will a cooling blanket actually be too cold in winter?

No — cooling here means it doesn't trap your body heat, not that it actively chills you. That distinction is the whole reason it works across more of the year than a fleece throw does.
